2007/2008 Sporting Regulations - 

including Texas updates
 

ARTICLE 1 – ORGANIZATION

1.1.

Any point which would not be developed in these regulations refer to the FIA International Sporting Code, of the (asphalt circuits) standard regulations or in the particular regulations of each event.  The North American Modern Endurance Challenge Championship will consist of 6 events in 2008 in Texas.    

1.2. Calendar 

February 9-10 MSR Houston (1 hour 45 minutes)

March 15-16 MSR Cresson (1 hour 45 minutes)

April 19-20 Texas World Speedway 2.9 Counter Clockwise w/ 4 hour Enduro

June 21-22 Hallet (1 hour 45 minutes)

August 2-3 Texas World Speedway 2.9 Clockwise (1 hour 45 minutes)

October 11-12 Eagles Canyon (1 hour 45 minutes)

ARTICLE 2. INSURANCE 

The organizer must have insurance following the F.I.A. or N.A.S.A. requirements art. 6. 

ARTICLE 3. COMPETITORS AND DRIVERS 

3.1. Licenses 

The North American Modern Endurance Challenge is open to European Union drivers, SCCA, and equivalent countries by FIA, having a valid national or international license given by their Sanctioning Body.  An annual $50 NAMEC license is required. 

3.2. Entry to Modern Endurance Challenge

3.2.1.

All entrie fees must be received by NAMEC at least 10 days prior to each event.

Participants may enter individual events or pay for the entire season. 

Any competitor wishing to participate to the whole season of the Modern Endurance Challenge, will have to send to North American Modern Endurance Organization an entry form with a check of $TBD USD, being the entry for all the races of the calendar (Article 1.2, 7 races). The North American Endurance Challenge series will take into account the entries of the competitors subject to availability.

3.2.2.

In case of non-participation of one competitor to one or several races, no refund will be consented. 

3.2.3.

A competitor entered in the Modern Endurance Challenge who cannot participate in one or several events will have to send the North American Modern Endurance Organization a non participation letter, before the entry closing date. 

3.3. Entry to one event of the Modern Endurance Challenge

Any driver wishing to enter one event of the North American Modern Endurance Challenge will have to send to the North American Modern Endurance Organization an entry form at least 10 days before the race he wishes to enter, with a check payable to North American Modern Endurance Organization, being the entry for one event of the Modern Endurance Challenge. The amount is defined in the particular regulations of each event.

Entry fee will be $475 for the Texas enduros of less than 4 hours.  

3.5. TEAMS

Each team has to be composed of 2 drivers for a race length up to 3 hours, and can be 3 or 4 drivers for the 25-hour race. 

ARTICLE 4. VEHICLES AND EQUIPMENT

4.1. Admitted Cars 

The Modern Endurance Challenge is open to the following categories, on invitation, once application is accepted:  

4.1.1. Sport Prototype: Dry Minimum Weight  without Driver

CN – 1,000cc or less weight 480kg – 1,056lb
               1,300cc            weight 500kg – 1,100lb
               1,600cc            weight 520kg – 1,144lb
               2,000cc            weight 540kg – 1,188lb
C3  – 1,000cc or less weight 505kg – 1,111lb
               1,300cc            weight 540kg – 1,188lb
               1,600cc            weight 565kg – 1,243lb
 
Spec Racer Fords - SCCA Spec legal cars are allowed.

CSR/DSR Class - All 2.3L and under sports racers excluding converted Formula Atlantic cars. 

And subject to file study : - C1, C2; - CN over 2000 cc; - C3 over 1600 cc.

4.2. Fuel – Tires – Equipment

4.2.1. Fuel 
4.2.1.1. Fuel tank 

All cars in all categories must utilize an FIA approved fuel cell.  Fuel capacity: Sport Prototype, GTP: 80 liters (21.13 US gallons) maximum. 

4.2.1.2. Refueling

  • Fel will be open during 2008.  Maximum 104 octane.
  • Int the future the competitors may only be allowed to use the fuel proposed by the organizer, who will only invoice the real fuel quantity used.
  • No additive is allowed, 
  • The refueling will occur only in the paddock prior to the event, on pit road during a scheduled or un-scheduled fueling stop, or at a track approved refueling area.  Several refueling methods are authorized during the event: Drivers can refuel when they want assisted by 1 mechanic at the designated fueling station using only the fuel pumps supplied.  Full refueling apparel is required in accordance to the current FIA regulations.
  • Fuel type: Premium or any commercially available unleaded gasoline (maximum 104 octane). 
  • One mechanic will refuel his own car.  A fire extinguisher must be held by another crew member during all fueling operations.   

4.2.2. Tires

Tires are open in 2008.  A tire contingency may be available in some regions.

A single tire manufacturer will be chosen to provide tires for the sport prototype CN and C3 classes.  For any car in category CN or C3, a spec race tire may only be used.  The number of tires is restricted to 1 set per <=3 hours 4 sets for 25 hours.

Tire sizes:

Front 189/550 x 13 or 210/550 x 13

Rear  250/570 x 13 or 300/600x 13

C3 will be allowed to run 15 inch front 16 inch rear

4.2.3. Equipment 

4.2.3.1. Transponder 

Each car has to be equipped with an AMB transponder.  

4.2.3.2. Identification of the cars

The number on the cars will be set as follows: 1 on the front hood, 1 on each door or side. The number on the sides has to be reflecting, in order to be read at night, for all night races.    

4.2.3.3. Lights 

  • Additional headlights are NOT authorized. The series lights must have the original configuration. If the original headlights have 4 headlamp inserts, only 2 headlamp inserts can be switched on at the same time. 
  • One rain light, 2 brake, and 2 running lights are compulsory. 
  • At least one windscreen working wiper must work (on closed cockpit cars).  
  • A single Identity light is permitted. The Light must be constant and fixed. Flashing or rotating lights are not permitted.

4.2.3.4. Exhaust 

In accordance with the 2006 Circuits Standard Regulations.   Maximum db limit is 103db.

4.2.3.5. Transmission 

A maximum of 6 forward gears is allowed.  All cars must have an operational reverse gear. Transverse Transmission is not permissible.

4.2.3.6. Elements of Safety

In accordance with technical regulations 2006: Group CN and C3 : The steering column has to be made of a retractable part, with a shaft sliding in sleeve. The length must be at least 100 mm (3.94 inches), and should be situated nearest to the steering-wheel.  Not required for SRF or DSR/CSR class.

4.2.3.7. Specifics  

  • Only one sensor is allowed on the rear tire but must be independent of the E.C.U 
  • Carbon fiber is not permitted with the exception of rear wings 
  • Power assisted Steering is not permitted. 
  • Crash box cannot be modified by competitors 
  • Cars must be run un-modified as delivered by manufacturer. 
  • An extra oil or water radiator can be set, but the exterior perimeter of the vehicle must not stick out. 
  • The maximum driving length is 2 hours and 10 min per driver per stint.    
  • The repairs times in the garages for a long intervention (if they are official), can be deducted for the said driver. If there is any doubt, only the timing of the car is authentic.  
  • A driver will be allowed to drive again only if he has a minimum rest of one hour after the end of his last drive on whatever racing car. 
  • If a car breaks down or goes off the track on the circuit during the event, the cars can be towed to the entrance of the pit lane in order to start again the race after the repairs, checked by the technical scrutinizers.  
  • In case of breakdown on the track, the repairs have to be done by only the driver, with the tools carried in the car. 
  • It is allowed to start the cars by pushing them at every point of the circuit during the race, but under the control of the officials of the race.  
  • The organizer is the only person able to indicate the garages settlement and the places in the park of competitors. 
  • In case of breakdown or problem in the pit lane, needing to move backwards, the driver will have to stop his engine and can be pushed to his garage by his technicians. All engine reverse in the pit lane or driving on it on reverse could lead to the exclusion of the entrant. 
  • The garages doors have to be completely open during the whole race. If they are closed, it would mean the official retirement of the vehicle.  
  • Every kind of repair is authorized, except the change of chassis and monocoque structure.  
  • Any mechanical intervention is forbidden during the refueling in spite of the fact that one present mechanic is allowed, only to help to refuel.  
  • During the repairs in front of the pits, are authorized to intervene: 
    • 2 mechanics for the repairs, the maintenance and the change of wheels. 
    • 1 team manager, that is to say 3 persons.
  • Only one driver can help the other to seat in the car and put his seat belt on. 

Pit signaling zone: 2 persons maximum per car. 

If one does not respect those rules, the penalty could go to exclusion of the entrant. 

4.2.3.8 Radio

The “C.B.” is authorized in the cars, but you must indicate to the USPL the frequency used.  

ARTICLE 5. ADVERTISEMENT 

In accordance with the General Prescriptions of the NASA and FIA regulations.

ARTICLE 7. DEVELOPMENT OF THE EVENT

7.1. Qualifying session 

One 45 minute qualifying session will be offered (minimum); 90 minutes for the 25 hours.  The qualifying session classification will determine the race starting grid.  In case of a night event, one compulsory qualifying night session will be organized; each driver will have to participate. 

7.2. Race 

7.2.1 Length

Race length will be in accordance to the calendar in article 1.2. 

7.2.2. Starting grid and arrival procedures

The starting grid will be made available 1 hour after the official qualifying session. 

The starting grid will be lined 2 x 2 in best times order, realized during qualifying session - pole position defined in the particular regulations of each event.  If two or several cars have the same time, priority will be given to the one that realized it first.  

START:

H -45 minutes Group photograph of cars in pit lane.
H -30 minutes Garages are open – long horn
H -15 minutes Garages close – long horn – During this period, all the cars are pushed on the track for the line-up
H -5 minutes Formation lap begins behind the safety-car (green flag)
H: Rolling start if green flag is waved.  If no flag is given, course will remain yellow, one more formation lap, under the leadership of the pole position car. If a car has problems, and can not start at H-5 or H-15, it will start after the last car, when green flag is waved.  

Any car staying in the pit lane when start is given will start once the green is given by marshal at the exit of the pit lane.

All the garages have to be closed during the starting procedure.  

FINISH: 

The checkered flag will be shown to the leading car crossing the finish line at the end of the race. 

7.2.3. Substitutes or Retirements

7.2.3.1.

Retirement of a car is officially valid when the team manager informs the Race Direction. 

7.2.3.2.

If a team possesses several cars, the drivers of a car of the team that had retired automatically become substitutes on the other cars of the same team, as soon as the retirement is official. 

ARTICLE 8. PENALTIES 

The maximum speed in the pit lane and in the refueling area is 35 mph.

Penalties in case of over speed:

  • During the practices : best timed-lap cancelled;
  • During the race: Stop and Go of 1 second.
  • In case of repeat infraction: new penalty. 

When the Race Management stops a car with a black flag to penalize (STOP AND GO), the driver must, at the end of the penalty, go back on the track without going in his garage or in the refueling area. 

ARTICLE 9. CLASSIFICATION

There will be one overall (scratch) classification and one group classification. Races organized by the North American Modern Endurance Organization will be classed as follows:  

2 classes in Sport Prototype group: CN and C3. 

To be classified as a finisher, a car must have run 75 % of the total distance run by the first category car.

ARTICLE 10. TROPHY PRESENTATION

The trophy presentation will occur at the podium, after the race completion.
